Yes it is normal. Dogs and cats have baby teeth like humans. Keep a eye on your puppy and watch if the new teeth come in. You can give it acouple weeks. Also make sure to get with your vet and find out what you can do to keep his teeth healthy.

At 12 weeks it's likely it broke. Dogs don't usually start losing puppy teeth until about 6 mos.
